I’m pretty sure that he had something to do with a lottery - though not the National Lottery. That said, he did stop outside the post office, and was still there when I came out of the supermarket and went into the bakers. Maybe one of those charitable lotteries?
I would like to draw attention to the Kebab house on the right hand side of this picture…
While not a bad kebab house, this is by no stretch a good one, and the chips they sell are of the utterly-processed, no flavour variety. In fact, there is a clear marketplace for good fast food outlets along this stretch of the High Street…
